Why not RFC 3229? #3

RFC 3229 - Delta encoding in HTTP is a standard for just this use-case. Why not use the existing standard instead of making a new one?

It's indeed a relevant standard, the problem is that usually, filter list authors do not fully control the hosting infra and they just rely on some CDN service, and not every CDN service supports RFC3229.
