[RFC] Translate-able Prefabs #8

The intention of this RFC is to define a way, how translation functionality can be integrated into prefabs.

I think this is nothing that needs an RFC. Would you be willing to create a PR for this @minecrawler?

@minecrawler Thank you for your work on this! I think some of this text would be good to have in the API docs in case you're implementing this. If not, please open an issue and copy that over so it can be re-used. To provide some context, I'm trying to get forward with our RFCs and right now they're all stalled. While we stated before we use this for every feature, the overhead is just way too big and we don't make progress.

Anyone, if you're opposed to this feel free to re-open, but I think we don't have the capacity to do this.

I think @jojolepro is still deep in rewriting the UI, so I don't really want to start messing with his code. I am not opposed to write an implementation after that, though.

The current rfc would have needed more work, and translatable prefabs are still very low on the priority list. We'll revisit this when we get there. :) Thanks!
