Tracking issue for 0.10.0 release. (previous release)

Steps:

Update Cargo.toml version to match the intended version.
Update CHANGELOG.md with today's date.
PR (always good to have CI check).
git checkout master && git pull
cargo publish
git tag $version && git push origin $version

Minor version bump is necessary as:

rayon is semi-public API (ThreadPool in the world is shared).
MSRV is updated to 1.38.0.
