Add GitHub Actions #1

This set of changes adds GitHub's continuous integration "actions" to the repository. The test suite is gets detected and the package is used to test the installed version of the code.

I've subscribed to Github Actions beta, but haven't got access to it yet. So this PR will have to wait a bit.
