Fixes #86 .

Added "Time Conductor" plugin for parameterising the time system and bounds from the GUI. Further tuning and improvements shall be done on a later PR.

Still reading a few documentation sections in https://github.com/nasa/openmct/blob/master/API.md. Once #73 is fully documented, I'll set this PR to "ready for review".
