The readlto would be the «reverse operation» of the existing writelto, while migratelto is a specific tool for migration (see https://github.com/amiaopensource/ltopers/issues/2 and the comments https://github.com/amiaopensource/ltopers/issues/2#issuecomment-282020512). Part of the code would probably by the same, or at least very similar.
