Time zones are not supported #22

Examples: CCD_1 social history entry with 'Former Smoker" effectiveTime high encounter entry effectiveTime high

Also it appears that we are not handling times with seconds only similar to time zones 20090227130000+0500 converted to ("2009-02-27T13:00:00", time zone lost) 20090227130000 converted to ("20090227130000", notice the format difference with above) The format should be consistent.
