According to http://hl7.org/fhir/us-core.html extension paths should end with "us-core-race" and "us-core-ethnicity" not "us-core#race" and "us-core#ethnicity".

It is StructureDefinition/us-core-ethnicity not Profile/us-core-ethnicity same for race.
