If this PR fixes a bug, you must add test cases representative of the bug.

What does this PR do?

Allows deletion of userGroup when a project is made inactive

How should this be manually tested?

Switch frontend branch to: bug/inba-794-cb-delete-user-group-inactive

Try deleting group of a project that is active (you shouldn't be able to)
Make the project inactive and try again- this should work
