If this PR fixes a bug, you must add test cases representative of the bug.

Please refer to Tettra for PR review guidelines.

Modifies URL in email to route to task page

Assign a task to a user
Verify that the email the user receives has the correct URL to view their tasks.

Then that endpoint would be just tasks I believe. But #/survey... doesn't exist.
