Remove zero entries from Reports #59

On http://ration.amida-tech.com/reports/project and http://ration.amida-tech.com/reports/person entries of zero hours are shown. I think this is related to how many columns (dates) are visible, although right now there is only one column and zero entries still are visible.

@mmccall looks like this is related to the reports controller. For some reason either nothing shows up, or we get zero entries. It looks like the logic is broken somewhere for prod usage.
