ROADMAP: Build-in VPN #309

Any details to share around planned strategy / potential-deps / etc to build-in that VPN?

Still thinking about the best way to implement this. For example, how to handle cases where the user doesn't have openvpn installed globally, which is probably the case for most users. I'll probably need to embed a local version of openvpn somehow. Hasn't been done before in node so I'll need to do this from scratch
