Enforce various version and data type requirements

• [x] Check streets table geometry column is a LineString and cost, etc. columns are numeric
• [x] Check version requirements (e.g. for pgRouting, scipy) are met
• [x] Check database access credentials [not needed, pyscopg2 will raise helpful exceptions]

And raise exceptions with helpful errors messages if these requirements are not met
