added runoms, runks tasks in gradle file for LicensePlate App #67

IMHO, We might want to cleanup LicensePlateAndroid branch : Following are my inputs for same:

  1. we have lot of gradle specific files in DCAP-Sapphire-Example directory which is irrelevant. We can remove these file as we are considering Sample directory as root directory.
  2. We can pull app directory inside sample directory.
  3. We can rename Sample directory as LicensePlate or LicensePlateApp.
  4. Remove gradle directory in DCAp-Sapphire-Example directory
