Changed package name according to original openalpr code https://github.com/openalpr/openalpr.git
Disabled running app on the device as it has some issue and will be enabled in a followup-PR

Looks OK to me. I'm not quite clear on why AlprJNIWrapper got renamed to Alpr, but perhaps there is a good reason.

Can be merged as soon as @VenuReddyHuawei approves.
