[TreeTagger] Generate Maven metadata into JARs #20

It would be helpful if the model and binary JARs would contain Maven metadata 
that Artifactory could read and already fill in the deploy form.

Metadata is now generated by the build.xml script. Also changed the default 
target to "separate-jars".
