UCIS: file and line must be positive integers #20

@MarkTakaWilliams mentions in https://github.com/amiq-consulting/fc4sc/issues/4#issuecomment-424876568 that

all references to "file" and "line" must be positive integers within the "id" tags

This bug is still present (I rediscovered it when validating the example file against the xsd/rnc).
