effective_tld_names.dat should contain the following TLDS : .tel .me .rs .asia

I grabbed the latest Mozilla data file from 
http://mxr.mozilla.org/mozilla-central/source/netwerk/dns/effective_tld_names.da
t?raw=1, and used that to update our copy.
