MTL Tagger and Pipeline Integration #25

PR to replace the SBD, POS, Feats with the single MTL model and integrate with the existing NLP Pipeline.

POS and Feats are merged into a new option -g. Pre-sentence-segmented text can be passed as input to the MTL model, with the -s option.

Pending upload of the MTL PyTorch model to the corpling server, which can be done post-merge.
