MSC category-all.html and categories.html missing #390

What steps will reproduce the problem?
1. update from munki 1.0.0.1864 to munki 2.0.0.2229
2.

What is the expected output? What do you see instead?
I expect the the software overview, categories but I only can use updates.

What version of the Munki tools/InstallOSpkg tools are you using? On what
version of OS X?
munki tools 2.0.0.2229
OSX 10.9.5

Please provide any additional information below.
I think the problem is that only the updates.html was generated, 
category-all.html and categories.html are missing.
I have uninstalled munki and reinstalled but no change.
I can't find any error in the logs.
