Create a dedicated MembershipManager service #296

We need to move those methods to the new service:

The name MembershipManager is probably not good enough, given we are dealing also with stuff like getGroups -- maybe GroupAssociationManager?

I'm going to do some work here, to make #286 unit tests easier.
