Extensions like https://addons.mozilla.org/en-US/firefox/addon/return-youtube-dislikes/ can show the exact number of likes and dislikes, so you provably could access to those.

I'd LOVE to add a rule for blocking every video that has "how" in the title and under a 60% like ratio.

Now do it in reverse: block videos with more than 95% like ratio, since they are more likely to be propaganda. Or block any video under a certain amount of views/votes.
