Disallow moving elements by default #3

Moving individual elements was an unexpected default behavior.  The attached 
patch disallows moving individual elements by default, but provides a function 
to configure the behavior.

I just tried to pan around the image at 
http://www.cyberz.org/projects/SVGPan/tiger.svg in Opera and it did pan the 
image, but it also moved some image elements sometimes. Try dragging and 
dropping the svg multiple times to reproduce.

Added a configuration section with enableDrag disabled by default.
