5 row keyboard will not display #423

What steps will reproduce the problem?
1.Keyboard is turned in
2.options are set
3.keyboard will never appear, just standard keyboard. 

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system
(iPhone/iPod Touch? Firmware version?)? iPhone 3gs 3.1.2

Please provide any additional information below.
