Create reader for TCSCP card #90

It would be very nice at times to do a spectrometer scan while looking at
the counts coming in from the TCSPC card (either start counts or stop
counts).  I suspect the spectrometer scan won't be too hard (does it exist
already as a scanner object?) but I'm not sure how involved it will be to
be able to get at the TCSPC data using our own program instead of the
program that came with it.
