Adding landing page #1

Summary

Requirement:

Make the initial changes, and add the landing page setup

Changes made:

Added the color tokens
Added tailwind support and shadcnui support
Added the support for dark and light mode
Added the landing page UI
Added the templates for PR, issue etc
