Added Loading UI in the data input page #32

Summary

Requirement:

There should be a loading UI for the data-input page

Changes made:

Added a loading UI component When the page is loading:

the Loading UI component is visible instead of the actual sections
The buttons at the bottom are not visible

How Has This Been Tested?

Tested the UI manually
