RuntimeEnvironment - should be the single place where createService startService releaseService methods are maintained #33

Currently they are in the Invoker as well as RuntimeEnvironment

Invoker should control the interface of access to RuntimeEnvironment - but 
RuntimeEnvironment should offer all of the tools regarding manipulating the 
environment

Creation methods can be in ServiceFactory - all others should be in the 
RuntimeEnvirionment

Invoker has been refactored out of existence - fixed & verified
