Replace background media instances in content #264

We are decommissioning the background media block in #260. This block is only used in a few places, so it makes sense to manually replace it in content with patterns / alternative blocks, rather than writing a migration for it.

Currently blocked by #218, which introduces patterns that can be used to replace this block.
