Bug - Page template - title is not output when there is no hero #454

Describe the bug
If the page does not have a hero block, the page title should instead be output. It is not.

To Reproduce
Steps to reproduce the behaviour:

  1. Visit the contact page
  2. See that the title is not output

Expected behaviour
The page title should be outputted as a fallback when there is no hero

Actual behaviour
The title is not outputted.
