Change application ports for API app #6

Try running API-Portal on a port other than 3000 by default (@pdelong42 suggests 3020, with an alt-port of 3021). Otherwise, @pdelong42 suspects it may conflict with any other Node.js apps we attempt to run on there.

This should all be working properly once we launch the metasearch app with a proper port number as per comments in #5
