Faucet server #3

The faucet server will receive a request from an anonymous client with an account address, and transfer small (fixed) amount of AMO coin to the address in request. This server does not provide a human-readable user interface, e.g. web site. Rather, it will provide a simple API over HTTP. It assumes that the user request comes from "faucet link" in the AMO blockchain explorer's demo page.
