Please let me know what kind of information I can provide to help debug this issue.
Run Steam in a terminal and start the game with LIBGL_DEBUG=verbose PRIMUS_VERBOSE=2 primusrun %command%
and then pastebin the terminal output.
(BTW, please no "over 60 fps is useless" messages as this is useful on at least all Valve games and most FPS games since a number of things are only done once per frame, like the mouse being polled, a "command packet" being sent to the game server, etc, so this has nothing to do with the human eye being able to see x amount of frames)
Human eye does not work by frames in the first place. LCD panels, however, do — and that forms the basis for "over 60 fps would be useless" claim. If, like you say, there's a problem because game logic is tied to refresh rate, then it should be better to remove synchronization internal to primus, so that glXSwapBuffers returns control to the game asap, but readback and igpu-side display are still performed at lcd refresh rate.
Don't I need to add vblank_mode=0 ? I do get a constant 60 FPS if I don't add it, so that may not be useful to see the issue.

No, that doesn't seem to change anything :/
I was trying random primus settings, and found out that setting PRIMUS_UPLOAD to 1 seem to almost fix the issue on both CS 1.6 and CS GO, I have well over 100 fps now (although maybe not as much as before). How did that happen? Did a mesa update break the other one (value 2, I guess) somehow?
Can you try downgrading Mesa to verify?
I've tested the last 10 mesa packages, and it started with mesa 10.5.5. Works fine with older packages :)

Can you run with INTEL_DEBUG=perf
and default PRIMUS_UPLOAD and see if perf warnings are issued in the terminal?

Do you know if that's an issue in primus or mesa? One of the archlinux developers say that it may be in primus. https://bugs.archlinux.org/task/45173#comment135972
Mesa is no longer hitting the fast path in intel_pixel_draw.c (at least not with the color formats primus is using). It's an unintended consequence of the weston-related patch. I'll try to investigate on my laptop tonight.
I can't reproduce it here, but it's fairly obvious how things go wrong anyway: _mesa_format_matches_format_and_type returns false for BGRX formats (which I guess is picked for window renderbuffer in your case).
Perhaps as a workaround primus can request an fbconfig with alpha bits to get BGRA renderbuffer format rather than BGRX. Can you try the following patch?

I have been using primusrun for a while on CS GO and it was working really well until recently. I used to have 130 FPS on my laptop, and now I'm like stuck at 70-80 in-game and it doesn't go over 100 on the menu. I sometimes get some horrible mouse lag, it goes below 60 and can even go as go as 30. Before, it was always between 100 and 130.
I've decided to try on CS 1.6, the result was really surprising: I have 150+ fps with the intel card, and it's stuck around 90-100 with the nvidia one. I'm pretty sure I used to have more FPS with the nvidia card on CS 1.6 too.
"optirun" used to work fine on CS GO few weeks ago and it doesn't even work anymore. I'm not sure if it's due to a Steam update which would be related to this: https://github.com/ValveSoftware/steam-for-linux/issues/3624#issuecomment-106101803 (After removing /usr/lib32/ from LD_LIBRARY_PATH, it sometimes work, but mostly it just crashes as soon as the game menu load)
I'm on ArchLinux with a GTX 850M. I have tried everything I could, like downgrading the kernel, downgrading the nvidia drivers, changing my game config to the default, changing the game video settings to the lowest (that didn't change anything, the FPS stayed the same), reinstalling bumblebee, reinstalling primus, ...
I haven't launched CS GO for a few weeks so I'm not sure which change I could have made (if any) which could have caused this. Please let me know what kind of information I can provide to help debug this issue.
(BTW, please no "over 60 fps is useless" messages as this is useful on at least all Valve games and most FPS games since a number of things are only done once per frame, like the mouse being polled, a "command packet" being sent to the game server, etc, so this has nothing to do with the human eye being able to see x amount of frames)
