I think they are a little confused at the function and in what position means what. I was also confused by it.

I was meant to allow/disable notification. In case you don't want to be annoyed by messages. It should display the current status, if off, you should not get notifications. But I have to admit that is not really working. Currently I have it on off, and I do receive notifications... But I have been busy with other things, and haven't had the time to fix it.
