[TB] Push vmap to turtlebots and set position automatically #92

User story

  1. As a SD
  2. I want to push the vmap of the current room to the turtlebots and set their initial pose automatically
  3. So that the vmap is on the robot and position finding is done efficiently

a message can be send to the robot to publish a string topic which is read by the worker module and loaded to the sick software, position of the robot at startup is at the point the robot was shut down last time
