Define role concept in Grafana

1. As a user
2. I want / need access to dashboard based on my access right and motivation
3. So that information is only available to the dedicated user group / role (e.g. Engineering department, financial department, management, etc.)

Acceptance criteria

• user groups with access rights described (e.g. Engineering is editor, management is viewer)
• templates, configuration file for user profiles used in Grafana created/saved

• Feature has been fully implemented
• Feature has been merged into the mainline
• All acceptance criteria were met
