Adjust docker-compose file

User story

1. As a user
2. I want to have a single docker compose file, that provides the option to only start the project after the setup is done
3. So that I can start the project (frontend & backend) and all the setup data is already there.

Acceptance criteria

• Adjust docker-compose file that creates and runs frontend & backend, only after setup is done completely => make the setup process optional, because in production this is not necessary

Definition of done (DoD)

• Feature is done when the acceptance criteria are fullfiled
• Feature is done when there are test where it is necessary and they pass
• Feature is done when the linter passes
• Feature is done when it is merged onto our main branch (after the code has been reviewed by at least one other person)
• Feature is done when the code has been documentend or commented properly

DoD general criteria

• Feature has been fully implemented
• Feature has been merged into the mainline
• All acceptance criteria were met
• Product owner approved features
• All tests are passing
• Developers agreed to release

I updated the ticket, it is more about the fact that we should wait with running the frontend/backend until all the setup is done. My bad. If there are any further questions, we can talk about this in person, before the meeting.
