Fixed small error in regionalatlas.py
moved scrape_address.py to deprecated
added some more BDC config files Closes #235

All apparent errors were addressed but it might still need extensive testing after merging, especially the location of enriched and preprocessed files.

Maybe add an explanation of the step to the ideas.md There is also a merge confilct

Added docs and fixed conflict.
