Better with-all targeting #19

Extends targeting logic to the higher-order with-all subtask. This lets you do interesting things like generate a graph of connected namespaces for just a related subset of the repo.

Related: #20 - I believe these changes caused the correct deprecation warning to be logged & the command changed when still using :subtree
