Move config to etcd #57

This PR removes the need for yaml configuration files. Velox now reads configuration information from etcd at runtime.

So, how do I deploy each of the three following cases:

Remote Velox Nodes, Remote Spark Cluster
Local Velox, Remote Spark Cluster
Local Velox, Local Spark

Added a deployment guide wiki page https://github.com/amplab/velox-modelserver/wiki/Deployment-Guide. The scripts to set up a multi-node Velox cluster are broken right now so I left that as a TODO. Once I fix them, I will add that to the deployment guide as well.
