Implement requirements for first integration into the PX WP plugin #2

The following issue will be used for building a first PXE integration in the PX plugin: https://github.com/ampproject/amp-wp/issues/6703

This issue here is used for collecting all requirements that are needed to make this work and should be a dependency of the corresponding PR in the PX plugin repo.

Currently we don't have any public API available in AMP Compatibility DB. I've created an issue in px-wp-insights repo describing the REST API requirements. Meanwhile I will try to integrate the PXE in PX plugin with mock data.
