Discussion: default allowed AMP actions

As discussed in the previous meeting, currently email clients use a meta tag to limit the allowed AMP actions.

This proposal has two parts:

1. Decide on the list of actions that are acceptable in emails.
2. Ensure the action whitelist is managed on the AMP runtime as the default for email, instead of requiring the use of the meta tag.

Based on what the email clients currently support, I propose the following list of actions as the initial whitelist:
