Based on an analysis of NE types in our AMR release corpus, I propose to eliminate our standard NE type public-institution. It has not been used much in the first place, and when it has been used, it has been used very inconsistently. Some of the NEs marked as public-institution were courts (e.g. Old Bailey), but those are more appropriately annotated as government-organization since the courts are part of the judicial branch of government.
The one sole annotation with public-institution that seemed somewhat appropriate was for a prison, but then again, other prisons were annotated differently.
So I propose to fully eliminate the standard NE type public-institution.
Most entities previously annotated as public-institution should be government-organization and prisons would be annotated as a facility (as we can't fully rely on them being run by the government any more, at least in the US).
In fact, I already took the liberty to do just that for the AMRs in the release under way.
