Additional modality: suggest-01 for can/could #237

Annotating WikiHow documents (how-to guides) reveals a use of can/could that doesn't quite fit possible-01: "If you're hungry, you can/could make a sandwich." This is like a weaker version of should (recommend-01). Should we standardize this as suggest-01?
