Tricky case. In current AMRs, for English nouns delegate/delegates/delegation, there are 36 instances of delegate-01 and 20 instances of (concept) delegate.
However, I'm leaning against this mapping, as a "delegate" has a much more specific meaning than what is described and implied by the verb "to delegate".
[OAD] delegate: a person sent or authorized to represent others, in particular an elected representative sent to a conference. [OAD] to delegate: to entrust (a task or responsibility) to another person, typically one who is less senior than oneself
In particular, none of the people who fill or would fill :ARG2 in the three examples of frame for delegate-01 would be considered a delegate:
