Inconsistent annotation of "annual" #71

Cluj annotators tended to opt for: :frequency (y/ year)

But we also had cases of :mod (a/ annual) or :frequency (a / annual) Colorado seems to have :frequency (a / annual).

For the Sept release what should we use for PE as final decision? Thank you fro your feedback.

'year' is probably indeed the more canonical root form, but based on the July AMR workshop, we are in the process of adopting the more structured 'rate-entity'. I have finally just added a new frame for 'rate-entity' as well as 10 guideline examples for 'rate-entity-91' that you can search for in the AMR Editor now. Feedback on frame and examples welcome.
