Use of have-org-role-91 with "expert" and "scientist" #84

I'm hoping that we can treat "expert" on a case-by-case basis as far as whether or not it should be the arg2-of have-org-role-91. In some cases, it's clear that it should be, such as when the research institute that the expert is associated with is mentioned. However, it's also possible for an expert to be someone who is independent of any organization. In other cases, it's ambiguous whether or not an organization, in the form of a country, is being named. In particular, should we assume that when a nationality is mentioned with "expert" that it should be thought of as an expert in an official capacity for that country? It seems plausible that this is the case, but it's also possible that this is simply the nationality of the expert:

Here's an example of an "Indian expert", where I'm leaning towards use of have-org-role, although I haven't changed the annotation here:

Here's a similar case where I feel have-org-role is unnecessary:

This brings up the somewhat related issue of "scientist". I think if the research institute is named, then have-org-role-91 should be used, if not, then perhaps it should be left out? However, I think it is less likely that scientists are unaffiliated than experts.

I'm not sure if this is a helpful distinction to make, or if it just creates inconsistencies in have-org-role.

Oh, I forgot to mention that thus far for "expert" where no affiliation is named, I've made this the arg2-of have-org-role without any arg1 listed. This is perhaps the best option, but it seems inconsistent with the current treatment of "scientist" where, from what I see, have-org-role isn't generally used, and it's a bit troublesome that they may not actually be associated with any org.

I agree that have-org-role seems unnecessary for "expert" and "scientist" where no affiliation is implied.

My opinions on your two examples are actually the opposite of yours. :) The Indian IT expert is not necessarily working for any institution, whereas the Chinese & Taiwanese experts are reporting problems from (presumably their) clients—and "client" implies a professional relationship, so to me the implication of an organization is stronger.
