Make county-level choropleth map of DCI values #8

After exploring this for a bit, I don't think we can/should show county level choropleth for the entire US because it's just chaotic (and very slow). I think it makes more sense to have a state filter, and when that's set, the map zooms to that state and shows the county level data for that state only.

Single state county-level choropleth output will look something like this (I'll make it prettier, but you get the point):
