Add "Upcoming Events" #108

Add a checkbox for "Planned Event" to indicate that the event is upcoming but not yet ready for registration. Date would be optional/not shown on the main registration page.

To clarify, expand:

If checked, dates are no longer required
If no dates, don't show dates on list of events or event main page
Should not allow coming soon and active at the same time
