Project notifications not working as expected #29

Notifications seem to only occasionally work. Any user who manages, participates in, or subscribes to a project should be able to get notifications.

If a user unsubscribed, they were not resubscribed if added as a participant or manager. While that is probably the most respectful behavior, it seems people forgot they unsubscribed themselves. Now users will be subscribed no matter what if added as a participant or manager.
